Drug addiction today is not merely a personal habit but a serious social, familial, medical, and legal concern. With the objective of addressing this growing challenge, a one-day seminar on “Drug De-Addiction: Awareness, Prevention and Rehabilitation” was successfully organized on 23 February 2026 at the DLSA Hall, Civil Court, Buxar under the DAWN Program (Drug Awareness and Wellness Navigation).
The seminar was jointly organized by District Legal Services Authority, Buxar and Buxar Medical City Foundation, aiming to strengthen coordination between the judiciary, healthcare institutions, and the community in combating substance abuse.

Inaugural Session: A Compassionate Judicial Perspective
The program commenced with the ceremonial lighting of the lamp. The seminar was formally inaugurated by Kajal Jhamb, District & Sessions Judge, Buxar. In her address, she emphasized that individuals struggling with addiction should not be viewed as criminals but as patients in need of medical care and rehabilitation.
She highlighted the importance of a sensitive and rehabilitative approach, stating that coordinated efforts between the judiciary, medical professionals, and social institutions can significantly reduce the impact of addiction on society.
Several judicial officers and members of the Bar Association also expressed concern over the social and familial consequences of substance abuse and stressed the need for structured rehabilitation mechanisms.
Presentation of the DAWN Program: An Integrated Model
Ram Narayan, Director of Buxar Medical City Foundation, presented the framework of the DAWN Program. He explained that the initiative goes beyond awareness campaigns and focuses on:
- Early identification of addiction cases
- Medical treatment and psychological counselling
- Legal aid support
- Rehabilitation and social reintegration
- Institutional referral and follow-up mechanisms
He stressed that drug de-addiction requires a multi-dimensional strategy involving family support, healthcare services, and legal guidance working in harmony.

Role of Legal Aid in Rehabilitation
Neha Dayal, Secretary of DLSA Buxar, elaborated on the role of the legal services authority in providing free legal aid to affected individuals. She explained the procedures through which victims and families can access legal assistance and emphasized the judiciary’s rehabilitative approach in cases linked to addiction.
She further noted that substance abuse is often associated with domestic disputes, juvenile cases, and criminal matters, making a supportive and corrective legal framework essential.
Psychological Perspective: Addiction as a Mental Health Issue
The session also included an expert presentation by a psychologist from Sadar Hospital, Buxar, who explained the biological, psychological, and social dimensions of addiction. Addiction was described as a chronic relapsing disorder that requires long-term counselling, structured treatment, and continuous family support.
The speaker emphasized that early intervention, empathy, and sustained rehabilitation efforts can help individuals return to a stable and productive life.

Interactive Session and Community Participation
The seminar featured an interactive question-and-answer session where participants raised practical queries regarding rehabilitation centers, legal safeguards, and referral processes. The discussions made the program highly engaging and solution-oriented.
A poster competition on the theme of drug de-addiction was also organized, and participants were felicitated for their creative contributions. The program concluded with a collective pledge to work towards building a drug-free and healthy society.
